We strive to actively build te Ao Māori perspectives and capability into our day-to-day work, values, and practices.Mo tēnei tūranga mahi | About this roleThis role sites in National Operations: The purpose of the National Operations Unit is to lead the operational systems, arrangements, facilities and infrastructure of NEMA and relevant New Zealand's emergency management system to be ready for and able to respond effectively to emergencies. National Operations also has responsibility to manage NEMA's 24/7 Monitoring, Alerting and Reporting (MAR) Centre, National Crisis Management Centre (NCMC) and Alternative NCMC readiness and availability during any emergency response. It is also responsible for leading the development of critical enablers and technology for contributing to the professionalisation of the Emergency Management system.As the Manager, National Operations, you will lead the National Operations Unit to deliver operational readiness and response capabilities for New Zealand. This includes:
  • Setting and maintaining a high-performing team culture.
  • Building strong, sustainable relationships across NEMA and the wider emergency management system.
  • Leading the development and implementation of operational processes and systems to ensure readiness for emergencies.
  • Providing national operational leadership during emergencies, including acting as the National Controller when delegated.
  • Driving continuous improvement in operational arrangements, systems, and processes.
This is a senior leadership role that requires strategic thinking, operational expertise, and the ability to work collaboratively across agencies and communities.Ko wai koe | About you
We are looking for a resilient and experienced leader with the following attributes/skills:
  • Proven experience in emergency management or a related field that required decision-making under pressure and operating in ambiguity, within a complex environment;
  • Sound knowledge of the CDEM Act 2002, the National CDEM Plan and its Supporting Plans and the Coordinated Incident Management System;
  • Can demonstrate experience in developing and/or using a National coordination mechanism.
  • Extensive experience in leading the successful delivery of high-quality outputs and outcomes at an all-of-system level;
  • Proven experience in managing and developing high performing teams, including managing through change;
  • Demonstrated experience in building relationships internally and externally for system outcomes.
  • Understanding of te Ao Māori and a commitment to engage with iwi Māori and communities.
  • Experience in continuous improvement of operational arrangements, systems and processes.
Desirable:
  • Extensive experience in the New Zealand public sector
  • Technical acumen, particularly in IT and communication systems.
  • Knowledge of project management methodologies and principles.
