This is a great opportunity for an experienced project manager to shape the next phase of a complex programme of work – the transition of petrol vehicles to road user charges. Working with the Director – Revenue and policy teams, the project manager will play a critical role in an exciting work programme to ensure the right tools are in place for users to pay fairly and efficiently for their use of road.About the opportunity | Ngā whakamārama mō te tūngaThe Revenue team monitors and forecasts land transport revenue collection, and advises on the development, modification, and implementation of revenue tools.Key current work programme items include:
  • Transitioning all light vehicles to Road User Charges: exploring options to transition all petrol vehicles into the RUC system. Once implemented, this will see New Zealand be one of the first countries in the world to have all vehicles on a single, non-fuel-based charging system.
  • Tolling and Time of Use Charging. The Government has announced it will enable the use of time of use (congestion) charging schemes, and to enable greater use of tolling.
We are looking for an experienced Project Manager to provide project management, leadership and support to the Director – Revenue and teams on significant projects as required.As part of a small collaborative team, you will have the opportunity to make a real difference to the Ministry and the work we do – and have fun along the way.Key responsibilities include:
  • Developing a project plan for a multi-year, multi-workstream programme of work to deliver a complex policy initiative
  • Establish governance and reporting frameworks, build timelines, risk registers, and reporting artefacts for internal and external stakeholders, appropriate for the scope of different workstreams
  • Communicate effectively across teams and organisations to ensure the project hits milestones and delivers, and responsible managers are well informed
  • Support teams to embed new systems and processes.
Based on the work required, this position is Wellington based only.What you'll bring | Te wāhi ki a koeYou will bring extensive experience working in the public sector, on policy and implementation, shaping a new programme of work, and:
  • Extensive experience developing new project plans and frameworks, and ensuring high quality project delivery
  • Exemplary communication skills, with the ability to positively communicate, influence and understand key challenges to build engagement and ensure delivery
  • Ability to work under pressure, set priorities and manage tight timelines
  • A keen eye for risks and opportunities and solid experience ensuring compliance with regulatory and contractual requirements
  • Central government experience in policy and the machinery of government is highly desirable,
  • Experience in supporting commercial market engagement processes is valuable.
