Are you an experienced programme manager looking for a rewarding and challenging role in Local Government?We have a $50M annual capital programme providing three waters, community facilities, and some of the transport activity to our communities. We have had challenges with delivering our capital programmes in the past and there are opportunities for improvement with our existing delivery processes. Added to that, our capital programme needs to increase over time.We need someone who can lead, improve, and ensure our programme delivery going forward.We have already begun to make improvements. We've trimmed the start of our draft LTP to be achievable based on actual track record. We are on track with delivery against budget this year. And we have a principal consultant seconded into the role who is establishing good project hygiene and systems.This is a key leadership role that will shape the future of our organisation and our district, leading a team of six project managers into consistent, mature practice, and supporting better project delivery across our wider organisation. This is a third-tier role, reporting to the Operations GM, with the other GMs and the CE supportive of the value this role adds beyond your direct team.You must have experience with programmes, not just projects. You must have experience leading people who are staff not contractors. We need confidence you can implement pragmatic, robust systems and that you can lead and influence people through the required change management. You must have experience with New Zealand based civils type projects. Experience in local government is preferred, but that's one thing we can teach you in spades, if needed.This role can be hybrid, with a minimum of three days a week in our Thames office.
