About the RoleAre you passionate about governance, accountability, and building strong relationships between public entities? We're looking for a strategic and dynamic Principal Adviser - CCOs to lead the interface between Council and its Council Controlled Organisations (CCOs), Council Controlled Trading Organisations (CCTOs), and other Council Organisations (COs).This role is pivotal in fostering effective governance, ensuring legislative compliance, and driving continuous improvement across a diverse portfolio of entities—including charitable trusts, joint ventures, and limited liability companies.What You'll Be DoingAs Principal Adviser, you'll be the trusted conduit between Council and its organisations, responsible for:
  • Leading a comprehensive review of Council's engagement with key CCOs/CCTOs, with potential expansion to other CCOs.
  • Developing an Accountability Framework that sets the standard for best practice processes, documentation, and tools and reporting on same.
  • Collaborating directly with CCOs, CCTOs on strategic workstreams and governance matters and providing the necessary feedback loops with Council.
  • Establishing Service Level Agreements and ensuring compliance with legislative obligations (e.g., Local Government Act, Statements of Intent, Trust Deeds).
  • Supporting Council staff and elected members to meet their governance and reporting responsibilities.
  • Identifying and mitigating financial and operational risks, ensuring timely escalation and resolution.
What We're Looking ForYou'll thrive in this role if you bring:
  • Proven experience in governance, public sector advisory, financial or organisational performance.
  • Good grasp on financial performance and economic dynamics, and their impact on CCOs.
  • Strong understanding of legislative frameworks and compliance processes.
  • Excellent stakeholder engagement and relationship management skills.
  • Strategic thinking and the ability to lead complex reviews and projects.
